When you request an appeal, you are requesting a higher court to review and reverse the decision of a lower court for some error the court made. However, when you make an appeal, no new evidence may be presented and no new testimony may be heard. The higher court relies solely on the record and transcripts of the lower court.

Cecere says the Court will hear arguments on the matter in March and will likely issue an opinion in June.
